FG Approves Major NYSC Reform, Introduces Civilian Leadership Structure


The Federal Government has approved a comprehensive restructuring of the National Youth Service Corps, NYSC, marking the first major reform of the scheme since its establishment 53 years ago.

The approval was granted at the federal executive council meeting held in Abuja on Monday as part of efforts to reposition the NYSC into a skills-focused and productivity-driven institution aligned with the Federal Government’s economic and youth development agenda.

A major component of the reform is the introduction of a civilian-led operational structure for the scheme, while the military will continue to provide security support for corps members across the country.

The council also directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to amend the NYSC Act and other relevant regulations to provide legal backing for the implementation of the reforms.

Announcing the development, the Minister of Youth Development, Ayodele Olawande, described the initiative as the first holistic review of the NYSC since its creation in 1973.

According to him, the reforms are designed to transform the scheme into a platform that promotes national unity while equipping young Nigerians with practical skills, relevant experience and opportunities for future growth.

The approved measures include a technology-driven call-up process, risk-sensitive deployment to improve corps members’ safety, and a redesigned six-week orientation programme with greater emphasis on leadership, entrepreneurship, digital skills and specialised career streams.

Other changes include skills-based primary assignments aligned with graduates’ academic backgrounds and career pathways, improved camp standards through a national grading and certification system, a new graduation ceremony to replace the Passing Out Parade, and a redesigned NYSC uniform intended to reflect professionalism and national identity.

Olawande stated that the reform process began in 2025 through consultations involving the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination before receiving FEC approval.

He noted that the reforms are aimed at strengthening the relevance of the NYSC in addressing contemporary economic realities and supporting the Federal Government’s broader development objectives.

"The latest reform is expected to redefine the scheme’s role in preparing young Nigerians for national development and future economic opportunities" he added.
