Tinubu Names Power Adviser, Sets Up Reform Task Force

President Bola Ahmed Tinubu has appointed Mr Rilwan Lanre Babalola as Special Adviser on Power and Chairman of the Presidential Task Force on Power Sector Reset and Restoration.

The appointment was announced in a statement issued by presidential spokesperson Bayo Onanuga, which also confirmed the redesignation of the Office of the Special Adviser on Energy to Special Adviser on Oil and Gas. The changes are intended to clarify roles and prevent overlap within the energy governance structure.

According to the statement, the newly established task force will operate under a direct presidential mandate to restore efficiency, discipline, and commercial viability in the power sector while coordinating activities across relevant ministries, departments, and agencies.

The task force will implement key reforms, including a reset of the electricity system, enforcement of a performance before expansion framework, and reduction of technical, commercial, and collection losses. It will also work to improve revenue generation, strengthen tariff integrity, restore grid discipline, and enhance market efficiency.

Additional responsibilities include promoting productive electricity use in critical sectors, developing electricity growth zones, reducing government financial exposure, and delivering a 90 day implementation plan.

Babalola, a former Minister of Power, is expected to deploy his experience to address structural and operational challenges in the electricity value chain, as the president has directed urgent and effective execution in line with the administration’s Renewed Hope Agenda.
