Tinubu Withholds Assent to NIMC Bill, Cites Drafting Errors


President Bola Tinubu has withheld assent to the National Identity Management Commission (Establishment) Bill, 2026, citing drafting errors and structural inconsistencies in the proposed law.

The decision was conveyed in a letter read on Tuesday during plenary by Deputy Speaker Benjamin Kalu, who informed the House of Representatives that the bill was being returned for further legislative work in line with Section 58(4) of the 1999 Constitution as amended.

Tinubu said while the bill contains important reforms, it is flawed in key areas that require correction before assent can be granted.

He noted that the long title of the bill does not properly reflect both the repeal and re-enactment of the existing law governing the National Identity Management Commission.

The President also identified inconsistencies in Section 4(2), where institutional representatives on the board were incorrectly described as part-time presidential appointees instead of ex officio members.

He further pointed out that Section 4(1)(b) establishes four executive commission members without clearly stating the appointing authority or specifying qualifications and professional requirements.

The bill has therefore been returned to the National Assembly for amendment and further consideration.
